How you'd handle a hacker :
Pikachu Would Use Tackle then Thunder Bolt.
(After a Notice Pikachu would go in hide, warp to the hacker, take plenty of screen shots, give him a warning or ban account. If Person has ip changer or something, i would notify the GM's/admins.)

If two people were fighting, what would you do? :

Pikachu would Run as fast as he could with his 4 feet and see what's wrong. He would carefully analyze the situation. And tackle the problem out of this city as of if it was team rocket.
